The fire in the Belconnen flat has been deemed suspicious.
ACT Fire & Rescue crews contained the fire to the ground level and conducted atmospheric testing throughout the three-level complex.
The scene will soon be handed to ACT Policing.
The ACT Ambulance Service also attended but no-one required treatment.
